Beating the Odds

“Jamaica has fallen from one of the more corrupt countries in the Americas to one of the least,” according to a recent USAID study. Interestingly, it was a violent situation centered around one of the country's most powerful drug lords that is credited with the new emphasis on community policing and fighting corruption.
