Independence Day?

As we inch toward fall, we'll be hearing more and more about an upcoming Scottish referendum. In September, voters will be asked this question: "Should Scotland be an independent country?" Current polls have it at 60/40, with 60 percent of voters preferring to remain part of the UK. Who is eligible to vote, and what percent of the vote determines which answer won?
