Scotland had its turn, and now it's Catalonia's. Only things are happening a little differently down on the Iberian Peninsula. First of all, as Madrid isn't recognizing it, this vote on Nov. 9 is a non-binding one. Voters will be asked two questions: Should there be a Catalan state, and should that state be independent?
