The dairy industry (specifically, the International Dairy Foods Association and the National Milk Producers Federation) is petitioning the FDA to allow the addition of what it calls "any safe and suitable" sweetener, including non-nutritive sweeteners, into 17 products, from milk to yogurt to cream. "Further," according to the Federal Register, "the petitioners assert that consumers do not recognize
milk—including flavored milk—as necessarily containing sugar.
Accordingly, the petitioners state that milk flavored with non-nutritive
sweeteners should be labeled as milk without further claims so that

P.S., Here's an interesting tidbit I learned while reading the article: Ice cream already can contain nutritive or non-nutritive sweeteners without their having to be on the label.
