Outgoing Texas governor Rick Perry may best be remembered by most of us for his formidable and embarrassing "Oops" moment during the 2011 presidential debates. In the state he has led for 14 years, he will be remembered for either attracting business and ushering in prosperity or merely being in the right place at the right time. The man himself, of course, contends it's the former and seems to be readying himself to announce that what he did for the state, he can do for the country:
