Interestingly, no black African has yet competed in the Tour de France, but that is set to change, if not this year, then next. Jonathan "Jock" Boyer, a Californian who was the first American in the Tour, has been helping put together a cycling team in Rwanda and has now moved on to developing Team Africa Rising, a partnership between Rwanda, Ethiopia, and Eritrea.
